NJ.com, citing court documents, reported that Jeffrey Surgent was in a hallway outside the apartment on top of the woman's headless body.
According to the documents, he was nude, covered in blood and her head was found a few feet away.
WPVI reported that the apartment was part of the Ocean City Housing Authority and had security footage.
